Include recursive package for core compiler tools. (#7153) (Untested) follow-up to https://github.com/google/iree/pull/6654 for the core tools (mainly `iree-translate`). Attempting to fix an error demonstrated [in this notebook](https://colab.research.google.com/gist/ScottTodd/8403b5858224ad8e6e42c65c069b26af/iree-native-tools.ipynb): ``` !iree-translate --help Traceback (most recent call last): File "/usr/local/bin/iree-translate", line 5, in <module> from iree.tools.core.scripts.iree_translate.__main__ import main ModuleNotFoundError: No module named 'iree.tools.core.scripts' ``` We have validation for the pip installs and scripts now, but based on https://github.com/google/iree/issues/6638#issuecomment-893121059, they should be running from a working directory other than where the pip install is? https://github.com/google/iree/blob/dc13622f9aed080eb7096e0833925ce65d5d54ee/.github/workflows/validate_and_publish_release.yml#L41-L47
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
