Cherry-pick MLIR commits to fix SPIR-V 64-bit index conversion (#14771) This commit cherry-picks: * llvm/llvm-project@22a28d89937333d581103af87d463d7b255d3e3e * llvm/llvm-project@4ffc63ab71e501eb06664af3e3e0c410560f7ebe to fix 64-bit index conversion in SPIR-V MemRef int4 emulation. Fixes https://github.com/openxla/iree/issues/14739
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics.
