Update 'advance upstream forks' action to use new fine-grained tokens (#11478) GitHub has new personal access tokens that allow finer-grained controls over what can be accessed. We've been asked to migrate to these new tokens. I've created a new secret with such a token. I'm trying it out here first, since this workflow is not particularly critical. Once all workflows are migrated to this token, I may duplicate it as `WRITE_ACCESS_TOKEN` and switch them all back to that, so that we can keep the old name, but I didn't want to update the value all at once and break everything. skip-ci: Doesn't affect CI workflows.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
