Audit and fix inconsistencies in Kokoro build/test scripts. (#9023) * The ASan pipeline now includes llvm-external-projects builds+tests (`check-iree-dialects`) * The ASan pipeline builds with asserts and the python bindings set to `OFF`, so I made some tweaks to tests that were passing only in debug builds or were depending on the python bindings * The Turing build now reuses an existing script instead of duplicating that script's logic Progress on https://github.com/google/iree/issues/8996

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
