[stablehlo] Update StableHLO to 0b7ecf3e353843746adcbc7763f86348a3d4ed9b (#17166) Pulled third_party package `stablehlo` to this revision: https://github.com/openxla/stablehlo/commit/0b7ecf3e353843746adcbc7763f86348a3d4ed9b Modified a convolution tests were the parameters were f32 and bf16. This test is modified to make all parameters f32 since it is illegal as per rule C27 in the stablehlo spec: https://github.com/openxla/stablehlo/blob/main/docs/spec.md#convolution to have parameters of convolution of different data-types.
IREE (Intermediate Representation Execution Environment, pronounced as “eerie”) is an MLIR-based end-to-end compiler and runtime that lowers Machine Learning (ML) models to a unified IR that scales up to meet the needs of the datacenter and down to satisfy the constraints and special considerations of mobile and edge deployments.

IREE is still in its early phase. We have settled down on the overarching infrastructure and are actively improving various software components as well as project logistics. It is still quite far from ready for everyday use and is made available without any support at the moment. With that said, we welcome any kind of feedback on any communication channels!
