[dv/chip] Remove a TODO from all_escalation_test

This PR removes the TODO in chip_sw_all_escalation_vseq related to
`TopEarlgreyAlertIdFlashCtrlFatalErr`.
This test is implemented in a separate sequence -
chip_sw_flash_host_gnt_err_inj_vseq.
