  "message": "[otbn,rtl] Pass an escalation signal to start/stop controller\n\nOtherwise, an escalation that happens when we\u0027re in e.g. state\nOtbnStartStopStateUrndRefresh leaves us in a weird half-running state.\nThe rest of OTBN knows that we\u0027re stopping immediately in this case:\nmake sure that the start/stop controller knows too!\n\nThe other change with this PR is that we change the\nOtbnStartStopStateError state to OtbnStartStopStateLocked.
